Responsibilities:

ORGANIZATIONAL CONTEXT AND SCOPE
Established in 1951, IOM is the leading inter-governmental organization in the field of migration and works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Under the direct supervision of the IOM Indonesia Labour Migration and Counter Trafficking National Project Coordinator (NPC) and in close coordination with the Project Manager based in Dhaka and under the overall supervision of the Chief of Mission IOM Indonesia, the incumbent will provide assistance in the implementation of Indonesia-based activities of the EC-funded IOM regional project Strengthening labour migration management capacities in Bangladesh, Indonesia, Nepal and the Philippines for replication in other Colombo Process Member States as well as other labour migration-related projects in Indonesia.

RESPONSIBILITIES AND ACCOUNTABILITIES

  • Provide input to the NPC on the most strategic approach to implement the following project components by Providing assistance to the consultant to (i) Conduct Migrant Resource Centre Feasibility Study in Indonesia; (ii) Assess pre-departure training capacities in Indonesia; (iii) Update/revise pre-departure training materials; (iv) Conduct capacity-building on predeparture training
  • Assist the NPC with the day-to-day operational coordination and implementation of the above-mentioned project components in accordance to the contractual terms of the project.
  • For the capacity needs assessments, research, and training materials, the incumbents specific tasks will be: liaise with the Consultant contracted to conduct capacity needs assessment and research and develop the training manual; provide any additional information and documentation to the Consultant; assist in organizing consultation and working group meetings with relevant government and non-government stakeholders on the conduct of needs assessment and the development of training materials; review the Consultants work and provide in consultation with the NPC input and feedback to the Consultant for further revision if needed;
    and coordinate with relevant government counterparts for the official endorsement of the
    capacity-needs assessment, and training materials .
  • For conducting the trainings, the incumbents specific tasks will be: coordinate with relevant government counterparts to identify potential training participants; undertake all necessary administrative and logistical arrangements for the preparation of the trainings; and prepare reports of each training
  • Liaise and coordinate with national provincial and local authorities, international agencies and relevant other non-state actors to meet project objectives;
  • Ensure that all administrative and logistics arrangements for all project activities are carried out efficiently and effectively.
  • Undertake monitoring of on-going activities, review project performance to recommend
    appropriate interventions and strategies to improve project implementation to the NPC. Provide input to IOM Indonesias monthly monitoring reports.
  • Provide inputs to the progress narrative reports to be submitted to the donor, and any other reports and information materials as requested by the NPC.
  • Undertake representational duties in project-related functions (workshops, seminars,
    coordination meetings, etc.) on behalf of NPC, as required. Draft minutes of any meetings or event attended.
  • Ensure meeting minutes and monitoring reports are filed, and that all project files are maintained and kept up-to-date.
  • As requested, provide inputs into the development of new project proposals pertaining to labour migration and counter trafficking.
  • Undertake in-country duty travel related to project implementation, monitoring, assessment and problem-solving, as requested.
  • Provide translation, interpretation services and other clerical assistance (drafting letters of correspondence, etc.) as required and necessary.
  • Perform such other duties as may be assigned

  • EDUCATION AND EXPERIENCE
    • Indonesian National with good knowledge of, and experience in project implementation and operational.
    • Diploma Degree, preferably in Political/Social Sciences, Law and equivalent combination of training and experience, university degree in this field will be an advantage
    • Minimum four years of experience in project implementation and related field.
    • Have ability to manage workload within general schedule of work, instructions and standard practices.
    • Have ability and experience to work with minimum supervision and maintain composure under pressure
    • Strong liaison and networking skills with state and non-state actors.
    • Strong training experience.
    • Demonstrated ability to work in a multicultural, multi-ethnic environment and to maintain effective working relations with people of different national and cultural backgrounds
    • Well versed in written and oral communication skills in English and Indonesian, including the ability to explain and present technical information; able to draft written documentations in a clear and concise style in both English and Indonesian
    • Proficient in computer applications: Ms-Office : word, excel and PowerPoint.
    • Willing to travel to monitor project activities.

    Base Salary: IDR 9,266,750 per month
